How to get 100% in GTA 4: missions, friends, pigeons and Most Wanted

Updated: 06.11.2026 Author: Alex Rayne
Niko Bellic spreads his arms in front of a neon diner sign in GTA IV

What you need for 100% in GTA 4: 88 missions, friends, random characters, 30 Most Wanted, 20 Vigilante, 30 cars for Stevie, 200 pigeons and 50 jumps. Item weights, the reward and an interactive checklist.

In short
  • 100% in GTA 4 requires all 88 story missions — that is 60% of the total.
  • Another 10% comes from three friends: Little Jacob, Brucie and Packie; 25% from side activities and pastimes; 5% from 200 pigeons and 50 jumps.
  • Most Wanted has 30 targets, Vigilante 20, cars for Stevie 30.
  • Roman’s taxi, girlfriends, clothes and helicopter tours are not needed for 100%.
  • The reward is unlimited ammo for every weapon and the Key To The City achievement. No money or vehicles.

What you need for 100% in GTA 4

The percentage is shown in the pause menu: Stats → General → “Game progress”. The weight of each item below is from GTABase; the counts are confirmed by GTA Wiki and gtaboss.gg.

The GTA 4 story is 88 missions in one playthrough: 85 shared ones and 3 final missions of the chosen ending (91 counting both endings). The full list is on the GTA 4 missions page.

Friends and random characters

Three friends count toward 100%. With each one you need to go on every available activity at least once and raise their like to the special-ability threshold. Sources disagree on the thresholds: GTABase gives Little Jacob 60% (discounted weapons), Brucie 70% (helicopter) and Packie 75% (car bomb), while GTA Wiki and iGrandTheftAuto say 75% for all three. To be safe, raise each friend to 75%. Roman and Dwayne are friends too, but they do not count toward the percentage.

FriendActivitiesWhen he is available
Little Jacob6: eating, drinking, pool, darts, shows, strip club1:00 pm – 4:00 am
Brucie7: eating, drinking, bowling, shows, strip club, helicopter ride, boat ride7:00 am – 1:00 am
Packie6: drinking, bowling, pool, darts, shows, strip club4:00 pm – 6:00 am

The activity lists and hours follow GTA Wiki; the number of activities (6, 7 and 6) and the hours match GTABase. These are the hours when you can invite a friend out.

GTABase counts 10 random characters, 0.5% each: Brian Meech (3 encounters), Real Badman, Mel, Ilyena, Hossan Ramzy, Pathos (2), Sara (2), Eddie Low (2), Marnie Allen (2) and Gracie Ancelotti. GTA Wiki and gtaboss.gg add Jeff’s first encounter — according to gtaboss.gg it may not count, but it is better to do it. The characters are on the GTA 4 characters page.

Where to play pool, darts, bowling and QUB3D

GameWhereWhat 100% needs
Poolin Broker (Homebrew Café, per GTABase); Playboy X’s penthouse if it became your safehouse1 win
DartsSteinway Beer Garden (Steinway, Dukes), Lucky Winkles (Purgatory, Algonquin)1 win
BowlingMemory Lanes on Firefly Island (Broker) and on Golden Pier in Westminster (Algonquin)1 win in a full game
QUB3Darcade machines: Homebrew Café and Perestroika (Broker), Modo (Algonquin), The Triangle Club (Bohan)beat the 10,950-point high score

The darts, bowling and QUB3D locations match in GTABase and GTA Wiki. You can play alone, with a friend or on a date: a win counts either way.

What you do NOT need for 100%

  • Roman’s 10 taxi missions;
  • Jeff’s second and third encounters, plus Ivan, Clarence Little and Cherise Glover — characters you spared in story choices;
  • friendship with Roman and Dwayne, girlfriends;
  • clothes, ringtones, phone contacts;
  • robbing registers and the car wash;
  • 5 Higgins Helitours helicopter tours;
  • the “heart” of Liberty City.

According to GTABase, some of these are needed for separate achievements — No More Strangers, Driving Mr. Bellic, Liberty City (5), Warm Coffee, Sightseer, Under The Radar.

Interactive GTA 4 100% checklist

Tick off what you have done — progress is saved only in your browser, no sign-up needed. Missions follow the GTABase numbering (88 entries; both branches of the ending are one item). The order in the game is flexible: different characters’ missions open in parallel. Most Wanted, Vigilante and cars for Stevie are grouped in tens, pigeons and jumps by island, since the game itself counts them in Stats. The Exotic Exports car list and race names are from gtaboss.gg.

Playthrough order and tips

  1. Play the story up to Three Leaf Clover first. Algonquin opens after Blow Your Cover, Alderney after Three Leaf Clover. Pigeons and jumps are easier to collect once the whole map is open — see the GTA 4 map.
  2. Story choices do not affect the percentage. In The Holland Play and the ending you can pick either option — the missions count the same.
  3. The police computer appears in police cars after the mission Crime and Punishment. Do Most Wanted and Vigilante alongside the story.
  4. The Fixer comes after Truck Hustle, i.e. once you are in Alderney.
  5. Start on friends early. The like thresholds are high — up to 75% for Packie, so take them out on activities alongside the story. Packie becomes a friend after Three Leaf Clover.
  6. Shoot pigeons one at a time. The game may count a double kill from one explosion as one. The full list is at all 200 GTA 4 pigeons.

What 100% gets you in GTA 4

  • the “100% Game Completion” message;
  • the ability to buy unlimited ammo for every weapon at the normal price;
  • the Key To The City achievement / trophy — 100 G or a gold trophy; on Steam: “Achieve 100% in "Game progress" statistic”.

You get no money, cars or weapons. According to GTA Wiki, after loading a 100% save, ammo above the normal limit disappears. The same source mentions that after release Rockstar gave away a physical “Key to Liberty City” — only 500 of them.

Is 100% different in the Complete Edition

No. The requirements are the same in the 2008 original on PS3 and Xbox 360, the 2008 PC version and GTA IV: The Complete Edition from 2020. The only difference is the achievement platform: Xbox Live, PSN, Games for Windows Live on the old PC version — and Steam in the Complete Edition. The achievement names are the same: Key To The City, Endangered Species, Dare Devil, Full Exploration, Manhunt. Codes for the game are on the GTA 4 cheats page.
