Vice City islands and districts
Vice City is modeled on 1980s Miami, and the game is set in 1986. According to the game manual, around 1.8 million people live in the city. There is no subway or railway: the islands are linked by bridges, so you get around by car, boat or helicopter.

When the Mainland and Starfish Island open
At the start of the game Tommy Vercetti only has Vice City Beach together with Prawn Island. The bridges to the west are closed: the radio warns about Hurricane Hermione.
- The Mainland (Downtown, Little Havana, Little Haiti, Viceport, the airport and Fort Baxter) opens after Ricardo Diaz's story mission "Phnom Penh '86". The radio announces that the hurricane missed the city, and the bridges work again.
- Starfish Island opens before the Mainland, but sources disagree on which mission unlocks it. According to GTA Wiki (fandom) and GTABase, it is after Juan Cortez's "Guardian Angels", when Diaz invites Tommy to his mansion. According to Grand Theft Wiki, it is after "The Chase".
- Prawn Island with the film studio is open from the very start, according to GTA Wiki.

Safehouses: where to save
You save at a safehouse using the pink cassette near the entrance. A property for sale is marked with a green icon in front of the door. You can buy from the start of the game, but the two Downtown properties are only physically reachable after "Phnom Penh '86".

The seven paid properties cost $41,500 in total, and you need all of them for 100% completion. The three main safehouses are the Ocean View Hotel, the Vercetti Estate and the Hyman Condo: that is where the rewards for Hidden Packages appear. According to GTA Wiki, property and business prices are halved in the 2012 mobile version. Garage capacity follows GTABase and GTA Wiki: it is how many cars the game lets you park.

You can buy businesses after the mission "Shakedown". Most businesses have their own missions, and once those are done they bring in money every day.

The eight businesses for sale cost $400,000 in total, or $441,500 together with the safehouses. To unlock the final branch with the mission "Cap the Collector", you need Print Works, the Vercetti Estate and 5 more businesses; Phil’s Place does not count. Ammu-Nation, Pay 'n' Spray and Sunshine Autos
Ammu-Nation
Three gun stores: in Ocean Beach, in North Point Mall (Vice Point) and in Downtown. The stock gets better from Ocean Beach to Downtown. The Downtown store has a shooting range — it opens after the mission "The Shootist", and for 100% you need to score at least 45 points.
Pay 'n' Spray
Four spray shops, two on each main island: Ocean Beach and Vice Point on Vice City Beach, Viceport and Little Haiti on the Mainland. There is also a separate Spray'n'go in the Sunshine Autos complex.
Sunshine Autos
A car dealership in Little Havana for $50,000. The yard has the Import Garage with 4 car lists, 4 garages, a Spray'n'go and the start of 6 street races.
