What Flying Rats are and how to find them

You can shoot a pigeon, set it on fire, blow it up or hit it with a car. Look on rooftops, awnings, fire escapes and bridges.

Pigeons coo and glow red, so they are easier to spot at night. You can collect them from the first mission, The Cousins Bellic. There are pigeons on the still-locked islands too, but going there earns you 6 stars, so in practice clear Algonquin after Blow Your Cover and Alderney after Three Leaf Clover (more on the GTA 4 map page). According to wikigta.org, shooting a pigeon in front of the police gets you 1 star.

What you get for the pigeons in GTA 4

Annihilator — an attack helicopter on the helipad on the roof of the MeTV Building in Star Junction (Algonquin). Not on Happiness Island, as is sometimes claimed. You can reach the roof from the alley via the window washers’ lift and ladders.
The Endangered Species achievement / trophy — 50 G or a silver trophy. On Steam its description still reads “Collect every hidden package in the game”, a leftover of the collectibles’ old name. There is no “Flying Rat Exterminator” achievement in the game.
2.5% toward overall completion — see GTA 4 100% completion.

You get no money for the pigeons.

How to check how many pigeons you have

Pause the game, open Stats, the “Score” section — the Pigeons exterminated line shows how many of the 200 you have. Overall game percentage is under “General”, the “Game progress” line.

There is also a map inside the game. According to GTA Wiki, after the story ending Niko gets an email from “Chiliad86” with a link to the in-game website whattheydonotwantyoutoknow.com, which marks every pigeon and jump. The site works earlier too if you type the address into the in-game internet: search does not find it.

How many pigeons are on each island

Guides split the pigeons differently because they count bridges, water and small islands differently. So the numbers differ by 1–2:

The numbers below are the game’s internal numbering, used by gtaboss.gg and wikigta.org. The GamesRadar guide numbers them differently, by island (001–048 Broker and Dukes, 049–071 Bohan, 072–144 Algonquin, 145–200 Alderney), so do not mix numbers from different guides. Distances are approximate; N — north, S — south, E — east, W — west (NNE means north-northeast, and so on). Building and station names are in English, as in the game.

The numbers on the maps match the tables below (the game's internal numbering, as on gtaboss.gg). The dots are placed by in-game coordinates, so the distances between them are true to the game. Tips: how not to lose a pigeon

Shoot them one at a time. According to GTA Wiki, if you kill two pigeons with one explosion the game may count only one — and then you cannot reach 200.
Pairs close together: 107 and 111, 126 and 132, 184 and 194, 199 and 200, 51 and 195. Spot one, look for the other.
Statue of Happiness: 6 pigeons — No. 98 on the platform at the base and No. 164–168 on the statue itself. Shoot from below while circling the statue.
Bridges: five pigeons on East Borough Bridge, Algonquin Bridge, a Dukes Bay Bridge pier and the ship on the Humboldt River — easier from a helicopter or boat.
Check the counter in Stats after every neighborhood so you do not have to hunt for a missed one across the whole map.

50 stunt jumps (Unique Stunt Jumps)

The second GTA 4 collection is 50 unique stunt jumps. They also give 2.5% toward 100% and the Dare Devil achievement (30 G or a silver trophy; on Steam — “Complete 100% of the unique stunt jumps”).

Most jumps are in Alderney City, Steinway, Northwood and Westdyke. Most are easier on a motorcycle; according to GTA Wiki, some count even if Niko falls off after landing. The game confirms a successful jump with “Stunt jump completed” and shows how many are left; a failed one shows “Not good enough”. The counter is in Stats → “Vehicles” → “Stunt jumps completed”.

Are the pigeons different in the Complete Edition

No. The 200 pigeons and 50 jumps are in the same places in the 2008 original (PS3, Xbox 360), the PC version and the 2020 Complete Edition. Only the achievement platform changed: Steam instead of Games for Windows Live, with the same names.

Why is my pigeon counter stuck at 199?

Most often it is a missed pigeon in a pair (107/111, 126/132, 184/194, 199/200, 51/195) or on a bridge. According to GTA Wiki, the game may not count a pigeon if you kill two with one explosion, so shoot them one at a time.

GTA 4 pigeon locations: do the numbers match across guides?
