GTA III 100% completion: what the 154 progress points are made of, which missions disappear for good, what you earn along the way, the Is That All You've Got? achievement in the Definitive Edition and an interactive checklist.
What you need for 100% in GTA 3
Per the game files, full completion is 154 points, so one point is about 0.65%. The iGTA guide counts the same way. GTA Wiki, GTABase and iGTA agree on the requirements; they differ only on some thresholds and amounts (more on that below).
| Category | What to do | Points |
|---|---|---|
| Story missions | all 50 (Give Me Liberty and Luigi's Girls give no percentage) | 48 |
| Payphone missions | all 17 | 17 |
| Off-Road | all 4 | 4 |
| RC (TOYZ vans) | all 4 | 4 |
| Paramedic | level 12 in one go; 2 more points for the total number of patients saved | 3 |
| Firefighter | 60 fires: 20 on each island, can be split across several runs | 1 |
| Vigilante | 60 criminals: 20 on each island (points for 10 and for 20 on each) | 6 |
| Taxi Driver | 100 fares in total | 1 |
| Import/Export | 3 lists: 16 + 7 + 16 vehicles | 39 |
| Rampages | all 20 (one point only for all of them) | 1 |
| Unique stunt jumps | all 20 | 20 |
| Hidden packages | all 100 (a point for every 10) | 10 |
| Total | 154 |
The mission lists are on the GTA 3 missions page, and every package with maps is on the GTA 3 hidden packages page.
Interactive GTA 3 100% checklist
Tick off what you've done: progress is saved only in your browser, no sign-up needed. Story missions follow GTABase numbering, with the mission giver in brackets. Vehicle side missions are split by island, the way the game counts them. Hidden packages, jumps and Rampages are grouped: there's no separate item for each one, since the game tracks them in its stats.
Story: Portland (1–22)
Story: Staunton Island (23–49)
Story: Shoreside Vale (50)
Payphone missions (17)
Off-Road (4)
RC: TOYZ vans (4)

Missions you can lose for good
This is the biggest risk to 100% in GTA 3. Skip these missions and they will disappear, and there will be no full 100% on that save:
- all of Luigi's and Joey's missions: finish them before Last Requests;
- all of Kenji's missions: before Waka-Gashira Wipeout!;
- Asuka's Two-Faced Tanner: before Grand Theft Aero.
Per GTA Wiki, gangs turn hostile after certain missions (Triads, Mafia, Diablos, Yardies), so side jobs on an island are easier to finish earlier. GTABase adds a warning: after Rumble the Purple Nines disappear, and this carries over into a new game, so it recommends deleting the old save before a new playthrough.
Import/Export: three vehicle lists
| List | Vehicles | Bonus |
|---|---|---|
| Portland Harbor garage (16) | Securicar, Moonbeam, Coach, Flatbed, Linerunner, Trashmaster, Patriot, Mr Whoopee, Blista, Mule, Yankee, Bobcat, Dodo, Bus, Rumpo, Pony | $1,000 per vehicle, $200,000 for the full list |
| Emergency vehicle crane, Portland Harbor (7) | Ambulance, Barracks OL, Enforcer, FBI Car, Fire Truck, Police Car, Rhino | $1,500 per vehicle, $200,000 for the last one |
| Pike Creek garage, Shoreside Vale (16) | Sentinel, Cheetah, Banshee, Idaho, Infernus, Taxi, Kuruma, Stretch, Perennial, Stinger, Manana, Landstalker, Stallion, BF Injection, Cabbie, Esperanto | per GTA Wiki, $1,000 per vehicle and $200,000 for the list |
Once a list is complete, you can "order" its vehicles for free at the same garage or crane.
What 100% gives you and the rewards along the way
GTA 3 has no separate reward for 100% itself, unlike San Andreas or Vice City. Everything useful comes earlier, from individual categories:
| For | Reward |
|---|---|
| 100 hidden packages | weapons at the safehouses for every 10, $1,000,000 for all of them |
| Paramedic, level 12 | infinite sprint; earlier, health and adrenaline pickups at the safehouses |
| Firefighter, 20 fires on each island | Flamethrower at the safehouses |
| Vigilante | up to 6 Police Bribes at the safehouses |
| Taxi Driver, 100 fares | Borgnine taxi at the Borgnine depot |
| Import/Export | cash for each vehicle, $200,000 per list and free vehicles |
| Rampages | $5,000 × the rampage number, $1,000,000 for the 20th |
| Unique stunt jumps | per the game files, $5,000 × the jump number, $1,000,000 for the 20th (GTA Wiki counts differently, see below) |
| The Exchange (finale) | $1,000,000 |
What is NOT required for 100%
- delivering 10 Securicars to the garage at the Portland docks;
- the "Boss" criminal rating or any particular score;
- maxing out your money and, per iGTA, a "perfect triple insane stunt".
Where guides disagree
- Number of missions. You'll see 48, 50, 67, 73 or 75, depending on what is counted. The explanation is on the GTA 3 missions page.
- Unique stunt jump rewards. GTA Wiki: $5,000 × the jump number for each, $1,050,000 in total. Per the game files, the 20th jump pays $1,000,000 instead of $100,000, for $1,950,000 in total.
- Paramedic thresholds. Per the game files, the health pickup at the safehouses appears after 35 patients saved in total, adrenaline after 70. iGTA says 36 and 75, GTA Wiki 43 and 78, GTABase health for level 8 and adrenaline for 78. For 100%, what matters is level 12 in one go.
- Firefighter. iGTA gives it 4 points, but the 154 total only adds up with one point for 20 fires on each island.
- The Borgnine taxi is not a reward for 100%, as some articles claim, but for 100 taxi fares.
Definitive Edition: the 100% achievement
The 100% requirements in the remaster are the same as in the original. 100% unlocks the Is That All You've Got? achievement ("Achieve 100% completion."). GTABase and PowerPyx warn: don't leave Kingdom Come as your last item, because the achievement may not trigger even when the stats show 100%.
Other achievements unlock along the way: Liberty City Secrets (100 hidden packages), Wheels Up (20 unique stunt jumps), Where To? (100 taxi fares), Man Toyz (all RC missions), Playing Doctor (Paramedic 12) and Furious First Responder (Paramedic, Firefighter, Vigilante). There's no achievement for Rampages or Import/Export. Cheats in the Definitive Edition disable achievements, so GTA 3 cheats are best entered on a separate save slot.
GTA 3 100% completion FAQ
What do you need for 100% in GTA 3?
All 50 story missions, 17 payphone missions, 4 Off-Road, 4 RC, Paramedic 12, Firefighter and Vigilante with 20 on each island, 100 taxi fares, 3 Import/Export lists, 20 Rampages, 20 unique stunt jumps and 100 hidden packages.
What do you get for 100% in GTA 3?
There's no separate in-game reward. You get the money, weapons and bonuses earlier, from individual categories. In the Definitive Edition, 100% unlocks the Is That All You've Got? achievement.
How many points make up 100% in GTA 3?
154 progress points per the game files, so one point is about 0.65%.
Why can't I get 100% in GTA 3?
Most often one category is missing: Firefighter or Vigilante not done on every island, an unfinished Import/Export list, a jump or a Rampage. If you missed Luigi's, Joey's or Kenji's missions or Two-Faced Tanner, 100% is no longer possible on that save.
Can you miss missions in GTA 3 for good?
Yes. Luigi's and Joey's missions must be done before Last Requests, Kenji's before Waka-Gashira Wipeout!, and Two-Faced Tanner before Grand Theft Aero.
Do you need the Securicars and the "Boss" rating for 100%?
No. Delivering 10 Securicars to the garage and reaching the "Boss" criminal rating are not required for 100%.
